PAS 2035 is the publicly available specification that governs how domestic energy retrofit projects must be designed, managed and delivered in the UK. It was introduced to ensure that retrofit work improves homes without causing unintended harm — such as damp, condensation or overheating.
Every PAS 2035 project must begin with a Retrofit Assessment, carried out by an accredited Retrofit Assessor. The assessment establishes the current condition and performance of the property and provides the information that the Retrofit Coordinator needs to design an appropriate improvement plan.
Without a compliant Retrofit Assessment, work cannot be signed off under PAS 2035 — and grant-funded schemes such as ECO4 and the Great British Insulation Scheme require full PAS 2035 compliance.

An RdSAP energy assessment of the property is part of the Retrofit Assessment process, establishing the current energy rating and informing the improvement pathway.
